Russian Minister of Foreign Affairs Sergei Lavrov said that Russia will take measures if NATO refuses to engage in dialogue amid building up tensions on its Ukraine border. The comment came on the sidelines of the Organisation for Security and Cooperation in Europe (OSCE) summit in Stockholm on Thursday.

“So if the NATO members again avoid talking about this topic or the arrangements that President Putin has put forward, of course, we will take measures so that our security, our sovereignty and our territorial integrity doesn’t depend on anybody,” he said.

Lavrov noted that NATO continues to escalate the situation right on Russian borders refusing to consider Russia’s proposals to de-escalate tensions, to prevent dangerous incidents.

He added that Russia had drawn OSCE’s particular attention to the need to be strictly guided by the Minsk Protocol which has been approved by the UN Security Council and strictly guided by the OSCE Special Monitoring Mission’s mandate.

“Both the Minsk Protocol and the mandate of the OSCE Special Monitoring Mission explicitly demand direct dialogue with Donetsk and Luhansk. Unfortunately, the OSCE mission is not always objective in carrying out its mandate,” the Russian minister of foreign affairs said.

Besides, Lavrov commented on the likely emergence of new sanctions.
“There were sanctions before that too, which didn’t happen before. Our Western colleagues have simply completely lost the culture of dialogue, the culture of diplomatic negotiations, the ability to collectively seek a balance of interests. Whenever anything is not to their liking, sanctions are immediately imposed,” he noted.

SOT, Sergei Lavrov, Russian Minister of Foreign Affairs (Russian): “NATO continues to escalate the situation right on our borders. NATO refuses to consider our proposals to de-escalate tensions, to prevent dangerous incidents. We have proposed, as you know, strictly specific measures on these issues. And the military capabilities in Eastern Europe, including near the Russian borders, are being actively built up.” *NO CUTAWAYS IN SOURCE*

SOT, Sergei Lavrov, Russian Minister of Foreign Affairs (Russian): “We have drawn particular attention to something that directly concerns the OSCE, namely, the need to be strictly guided by the Minsk Protocol, which have been approved by the UN Security Council and strictly guided by the mandate of the OSCE Special Monitoring Mission. Both the Minsk Protocol and the mandate of the OSCE Special Monitoring Mission explicitly demand direct dialogue with Donetsk and Luhansk. Unfortunately, the OSCE mission is not always objective in carrying out its mandate.” *NO CUTAWAYS IN SOURCE*

SOT, Sergei Lavrov, Russian Minister of Foreign Affairs (Russian): “We will make sure that we are heard, but the main thing is our security. So if the NATO members again avoid talking about this topic or the arrangements that President Putin has put forward, of course we will take measures so that our security, our sovereignty and our territorial integrity doesn’t depend on anybody.” *NO CUTAWAYS IN SOURCE*

SOT, Sergei Lavrov, Russian Minister of Foreign Affairs (Russian): “There is a first time for everything. There were sanctions before that too, which didn’t happen before. Our Western colleagues have simply completely lost the culture of dialogue, the culture of diplomatic negotiations, the ability to collectively seek a balance of interests. Whenever anything is not to their liking, sanctions are immediately imposed. And it is not only with regard to us. Almost everywhere you negotiate, if it includes countries, which don’t share the unambiguous approach of the West, sanctions are used as a threat and then imposed, if someone doesn’t listen to someone.” *NO CUTAWAYS IN SOURCE*

SOT, Sergei Lavrov, Russian Minister of Foreign Affairs (Russian): “Only NATO members and Georgia and Ukraine will decide whether or not these countries join the North Atlantic Alliance. Nobody has the right to interfere in this. This is the declared position of this particular group of countries. Let me remind you that there are somewhat different postulates in international law that are universally accepted, starting with the most basic one - that every state has every right to choose forms of defending its legitimate security interests of its sovereignty and territorial integrity. And in this particular case there are commitments signed at the highest level by all our Western partners, Ukraine, Georgia that security is indivisible and that no state has the right to ensure its security at the expense of the security of others.”
