It comes as the US and its allies wrapped up their withdrawal from Afghanistan on Monday, bringing the 20-year military operation to a close.
The Taliban is designated a terrorist organisation by the United Nations Security Council. The US meanwhile has not placed it on its Foreign Terrorist Organisation list while Russia has designated it a terrorist group since 2003.
