Chinese Foreign Ministry spokesperson Wang Wenbin attributed the recent unrest in Afghanistan to the hasty and disorderly withdrawal of foreign troops, during a press conference in Beijing on Tuesday at which he also elaborated on China’s decision to abstain from a UNSC resolution on the unfolding situation.
“The recent turmoil in Afghanistan is directly related to the hasty and disorderly withdrawal of foreign troops,” stated Wang Wenbin.
“We hope the relevant countries will realise that the withdrawal of troops is not the end of responsibility, but the beginning of reflection and correction,” he added.
The United Nations Security Council had passed a resolution on Monday to the effect that those wishing to leave Afghanistan’s territory should be allowed to do so by the Taliban. While 13 members, including the UK and the US, voted in favour, China and Russia abstained.
“China has huge doubts about the necessity and urgency of adopting the resolution and the balance of the content of the draft. Nevertheless, China still participated constructively in the consultations, and together with Russia put forward important and reasonable amendments,” Wang Wenbin said.
“Unfortunately, our amendments have not been fully adopted. China also consistently disagrees with the sponsor’s practice of forcibly carrying it out even when the parties still have disputes. Based on the above, China abstained from voting on the relevant draft resolution,” he added.
The Chinese MOFA spokesperson affirmed that China would maintain “close communication and coordination” with all parties in Afghanistan as well as with the states of the international community.
SOUNDBITES:
SOT, Wang Wenbin, China MOFA spokesperson (Mandarin): “The withdrawal of US troops from Afghanistan shows that the policy of wanton military intervention in other countries and imposing one’s own values and social systems on other countries is doomed to be unworkable and will only end in failure. Afghanistan was able to get rid of the foreign military occupation, the Afghan people will have a new starting point for national peace and reconstruction. It is also a new page in the history of Afghanistan.”
SOT, Wang Wenbin, China MOFA spokesperson (Mandarin): “China always respects the sovereignty, independence and territorial integrity of Afghanistan, adheres to non-interference in the internal affairs of Afghanistan, and pursues a friendly policy towards all the Afghan people. The history and reality of Afghanistan show that to reach peace, stability and economic development, it is necessary to establish an open and inclusive political structure, pursue a moderate and stable domestic as well as foreign policy, and completely separate the boundaries from all terrorist organisations. China will continue to maintain close communication and coordination with all parties in Afghanistan as well as the international community. China will also provide support and assistance within its capacity for Afghanistan to restore peace, rebuild the economy, combat all terrorist organisations including the Eastern Turkistan Islamic Movement, and help Afghanistan to integrate into the international community.”
SOT, Wang Wenbin, China MOFA spokesperson (Mandarin): “The relevant countries suddenly proposed the draft resolution on the evening of August 27, demanding action on the 30th. China has huge doubts about the necessity and urgency of adopting the resolution and the balance of the content of the draft. Nevertheless, China still participated constructively in the consultations, and together with Russia put forward important and reasonable amendments. Unfortunately, our amendments have not been fully adopted. China also consistently disagrees with the sponsor’s practice of forcibly carrying it out even when the parties still have disputes. Based on the above, China abstained from voting on the relevant draft resolution.”
