Spokespersons from the German government, Foreign Ministry and Defence Ministry spoke on the ongoing situation in Ukraine and the recent Amnesty International report on Israel and apartheid status at the federal press conference on Wednesday in Berlin.

SOT, Steffen Hebestreit, German government spokesperson (German): “The Federal Chancellor answered a similar question almost exactly a week, 10 days ago that the inclusion of the Ukraine [to NATO] is not on the agenda at the moment.’‘

SOT, Christofer Burger, Foreign Ministry spokesperson (German): “Of course, an important part of the European peace order of the last decades is the principle of free choice of alliance and if there is agreement that a sovereign state would like to join a defence alliance, then another state has no veto right against it. This is of course a principle we adhere to.’‘

SOT, Christofer Burger, Foreign Ministry spokesperson (German): “We are ready for a serious dialogue about agreements that will strengthen the security in Europe, including Russia’s security, on the basis of international law and on the basis of the rules that we have agreed together in Europe over the past decades.’‘

SOT, Arne Collatz, Defence Ministry spokesperson (German): “So far we have successfully trained a total of 551 members of the Ukrainian armed forces in Germany [since 2014]. There are currently five members of the Ukrainian armed forces here in Germany, two of them high senior officers who are taking part in our general staff training and another three for a more medical, a higher medical training.’‘

SOT, Christofer Burger, Foreign Ministry spokesperson (German): “We expressly do not adopt this accusation of such a crime under international law as is contained in the term apartheid. We have repeatedly spoken here about various legal issues in connection with the situation in the occupied territories. Our expectation of Israel is that it respects its obligations under international law, particularly under the 4th Geneva Convention for the Protection of Civilians in the limited [meaning occupied] Territories.’‘

SOT, Christofer Burger, Foreign Ministry spokesperson (German): “However, for the reasons mentioned, we believe that the use of these terms [apartheid] as used in Amnesty International’s report is incorrect and counterproductive.’‘

SOT, Christofer Burger, Foreign Ministry spokesperson (German): “However, with the current worrying rise in antisemitism in Europe, everyone who advocates human rights also has a responsibility not to involuntarily encourage it. We reject terms such as apartheid as well as a one-sided focus of criticism on Israel.”

SOT, Steffen Hebestreit, German government spokesperson (German): “This law already applies; it comes into effect on March 16th and this law has been passed by the German Bundestag with a large majority and by the Bundesrat with a large majority and now it is a question of implementation. Mr. Deffner pointed out that there are around 500 cases per health department - that’s what we approve or process every day - in this respect it’s something that you, well, you can’t ignore, that it is one additional burden, but is manageable from our point of view. And where it cannot be managed for other reasons, the states are currently looking for a solution.’‘

SOT, Steffen Hebestreit, German government spokesperson (German): “The underlying discussion that resonates a bit [with your question], along the lines of a ‘facility-related vaccination requirement, which isn’t applied and is not controlled’, is not only counterproductive, but also very harmful and it will not come to that.’‘

SOT, Steffen Hebestreit, German government spokesperson (German): “A prerequisite for a withdrawal or relaxation of the coronavirus measures were decreasing numbers or are decreasing numbers.’‘
