Germany: Bundestag passes mandatory '2G plus' rule for parliamentary sessions

The German Bundestag passed a law in Berlin on Wednesday which placed a ‘2G plus’ restriction on parliamentarians’ ability to attend sessions from among the lower chambers of parliament.

The ruling states that members of parliament must provide proof of either a vaccination or recent recovery alongside a negative COVID test or a proof of full vaccination which includes a booster shot.

Those failing to provide the proper documentation may participate from the upper levels of the German Bundestag, but may not be permitted to the lower level at any time, including when addressing parliament.

The ruling has faced heavy criticism from the right-wing Alternative for Germany (AfD) party.

SOT, Barbel Bas, President of the German Bundestag (German): “The COVID-19 pandemic has worsened in Germany over the past few weeks. In particular, the number of infections with the particularly contagious Omicron variant is increasing dramatically. Against this background, the majority of the parliamentary groups agreed on strengthened protective measures to curb the spread of the coronavirus in the German Bundestag. Accordingly, I have also changed my general policy on corona protection measures in the German Bundestag with effect from today.”

SOT, Barbel Bas, President of the German Bundestag (German): “For the plenary, this means the following: from now on, a 2G plus rule should apply to access to the parliamentary meeting. In addition, the existing mask requirement is to be reinforced by the fact that an FFP2 mask must be worn in the plenary hall. The 2G plus rule means that access to the plenary hall on the lower level is only granted to those people who have been fully vaccinated against the SARS-COV-2 virus or have recovered from corona disease and beyond that - that is the plus of the two plus rule - have been tested negative or boosted.”

SOT, Barbel Bas, President of the German Bundestag (German): “Those MPs who have neither been vaccinated nor recovered, but tested negative nonetheless, can take a seat on the gallery, observing the distance requirement, and from there participate in the meeting and, as usual, also make speeches.”

OT, Berndt Baummann, AfD parliamentarian (German): “Banishing those who have been tested to the gallery is not required, is disproportionate and therefore unconstitutional. You couldn’t say it any more clearly, ladies and gentlemen.”

SOT, Katja Mast, SPD parliamentarian (German): “80,430 - the highest number of infections since the beginning of the pandemic. 9,000 new infections in Berlin. And that’s why I am glad that the President of the Bundestag has taken the initiative to change the general decree. It is absolutely imperative and right that we take the necessary measures to protect us all.”

SOT, Thorsten Frei, CDU parliamentarian (German): “We have the situation that here in Berlin-Mitte we have an incidence of 976.2. And that is why you have to ask yourself what image we as the parliament present in public. We demand restrictions from the people in the form of protective measures and we, as members of parliament, would not be prepared to allow these measures to apply to us as well? That is not acceptable, this is not a front-line leadership. And that is why what is in the general decree of the President is correct.”
