Russian Foreign Minister Sergei Lavrov called the latest US bill on sanctions against Russia a ‘nervous breakdown’ on Thursday during an interview in Moscow on Russian Channel One’s Big Game programme.
“In my opinion, It’s a kind of a nervous breakdown. In the infinite efforts to affirm their own greatness, some people have reached a certain psychological point that’s very hard to explain. I read with astonishment all these initiatives. They seem like grown-up people and serious politicians that aren’t doing their first year in Congress but these steps absolutely don’t grace them,” stated Lavrov.
SOT, Sergei Lavrov, Russian Minister of Foreign Affairs (Russian): “Although I can confirm what was said before that the negotiations were business-like. Although West’s position is quite tough, arrogant, uncomplying, and uncompromising, it was stated calmly enough, in a businesslike manner, which allows us to count on the prospect of the talk’s comprehension in Washington. We were no less firm in setting out our position, but we still had arguments on our side that the West did not have. The arguments concerned the principle of the indivisibility of security.” *NO CUTAWAYS AT SOURCE* *MULTIPLE SHOTS AT SOURCE*
SOT, Journalist (Russian): “How long can we negotiate in order to make some practical decisions already?”
Sergei Lavrov, Russian Minister of Foreign Affairs (Russian): “Negotiations started just three days ago with the Americans, with the NATO yesterday. Americans promised us to work really hard, and we said that they needed to do their best, to prepare their counter-proposals by the next week. [NATO Secretary General Jens] Stoltenberg on behalf of the alliance also promised to provide written replies. I think it will be done within a weekю After that, together with the Defense Minister, we will report this to the Russian President since it was his initiative. And then, we will prepare our response to the counter initiatives of our Western partners.” *NO CUTAWAYS AT SOURCE* *MULTIPLE SHOTS AT SOURCE*
SOT, Sergei Lavrov, Russian Minister of Foreign Affairs (Russian): “Now there is one of the concrete results that we would like to have on paper. They told us that they are ready to discuss a new regime for the intermediate and shorter-range missiles. There are nuances, though: they are ready to pledge not to have nuclear-armed missiles, but remain undecided as far as non-nuclear ones are concerned. It makes no difference, though. Both nuclear and conventional missiles will be identified at once and interpreted as a direct threat to Russia. That’s why this issue must be discussed, but they have removed one element from our proposals. In our papers, we put forward an initiative no attack weapons should be deployed near our borders. They have extracted only this element. If it is to be discussed, in principle, such a discussion is useful, separately from our main demand - NATO’s non-expansion to the east - it will hardly be of any significance.” *NO CUTAWAYS AT SOURCE* *MULTIPLE SHOTS AT SOURCE*
SOT, Sergei Lavrov, Russian Minister of Foreign Affairs (Russian): “In terms of movements on their territory, what roads the Americans recommend we use, it is no longer just about roads and not just about “pulling” troops away from the border with Ukraine, as they put it, but about those troops “going away” to the barracks. [US Deputy Secretary of State] Wendy Sherman said exactly that, also publicly, in a press conference. I don’t think there is a need to explain that such demands are utterly unacceptable and, of course, we will not even discuss them.” *NO CUTAWAYS AT SOURCE* *MULTIPLE SHOTS AT SOURCE*
SOT, Journalist (Russian): “These are sanctions that have already been announced in advance. And against the backdrop of ongoing negotiations on European security.”
