Russian Deputy Foreign Minister Sergei Ryabkov spoke at a press conference held at the US Permanent Mission in Geneva headquarters, following talks with the US delegation, on Monday, stating that Russia has no intentions to ‘attack’ Ukraine.

The diplomat touched on the theme of Russian military drills being held near the border with Ukraine.

“We have asked the Americans a thousand times for proof on many issues. The answer was either silence or references to the fact that ‘you know what you are doing, you don’t need to prove anything else’”, Ryabkov said.

In the coming days, the United States will hold discussions with European partners on the outcome of the talks.

SOT, Sergey Ryabkov, Russian Deputy Foreign Minister (Russian): “The conversation was complex, long, very professional, deep, and concrete, without any attempts to embellish anything, to avoid sharp edges. We had the impression that the American side took the Russian proposals very seriously.”

SOT, Sergey Ryabkov, Russian Deputy Foreign Minister (Russian): “Explained why obtaining legal guarantees for NATO’s non-expansion is an absolute imperative, why it is imperative for us to obtain legal guarantees not to deploy appropriate strike weapons near Russian borders that could hit targets on our territory, and why we are raising the question of why NATO should by and large give up that material development of the territories of NATO member states in the period since 1997. That is, in the period after the signing of the NATO-Russia Founding Act.”

We need iron-clad, waterproof, bulletproof, legally binding guarantees. Not assurances, not safeguards. Guarantees with all the words ‘shall,’ ‘must,’ everything that should be put in this document. Never, ever become a member of NATO.”

SOT, Sergey Ryabkov, Russian Deputy Foreign Minister (Russian): “It did not come as a surprise to us that, in the spirit of the well-known statements by the United States administration officials in recent days and months, claims were made from the United States about the concentration of Russian troops along the border with Ukraine and certain threats (at least warnings) were made against us. We explained to our colleagues that we did not and could not have any plans or intentions to ‘attack’ Ukraine and that all combat training activities for troops and forces were being carried out within our national territory.”

I realise that apart from sanctions and blackmail, there is little else in the arsenal of modern Western foreign policy. Even the skill of negotiating is being lost. But that is all right, we will try to restore it. If necessary, we will teach this skill.”
